Apple’s renowned App Store finally comes out of the iTunes store as an online version. For the user’s ease of access Apple has launched a separate site for applications, where you can easily and quickly browse for new and popular apps, read reviews, and avoid stuff related to iTunes.
It’s unclear however, if you’d be able to download apps directly from the site, or whether you’d need to go through iTunes store at some point.

I’m afraid your information is incorrect. The ReadWriteWeb post specifically says this is not an Apple website.
In fact, you have already referenced an App Store web alternative here: http://startupmeme.com/apptism-find-and-keep-track-on-iphone-apps/
Apptism is a far superior aggregator to AppSpot.
