Google may be down for ages but it will always deny the fact and claim to have a 100% uptime. Royal Pingdom comes out with some detailed analysis, with a study of Google SLA. Downtime for Google is only counted if a site is down for more than 10 minutes. Meaning it ignores any downtime less than 10:

Downtime Period” means, for a domain, a period of ten consecutive minutes of Downtime. Intermittent Downtime for a period of less than ten minutes will not be counted towards any Downtime Periods.

“Monthly Uptime Percentage” means total number of minutes in a calendar month minus the number of minutes of Downtime suffered from all Downtime Periods in a calendar month, divided by the total number of minutes in a calendar month

If Google is kind enough and does count all the downtimes less than 10 minutes too, it would total to 21 hours. But then it’s the worst scenario and kindness that Google would never like to do.
